Six Declarations to Build a Multilateral Framework for the Moving Image Sector

In the face of global challenges, no response can be purely national. Participants at the Lumière Summit adopted six declarations: the Lumière Declaration, which establishes a common framework for action and cooperation, and five thematic declarations addressing artificial intelligence, piracy, media literacy, safety and equality, and the ecological transition. Economic commitments

Beyond the declarations adopted at the Summit, major economic commitments have been announced to strengthen the competitiveness, innovation and international reach of the moving image sector. France and the Republic of Korea are launching the Lumière Partnership, an investment of at least €1 billion aimed at boosting the global competitiveness of moving image companies. The Summit also confirms France’s attractiveness as a destination for international productions, supported by the France 2030 programme, La Grande Fabrique de l’Image.

Strategic initiatives

To translate its vision into concrete outcomes, the Summit is launching a series of strategic initiatives and international programmes. Supported by governments, industry leaders and committed creators, they constitute the first operational tools of an unprecedented framework for cooperation in cinema and the moving image sector.

Other initiatives

The Summit also gave rise to initiatives led by stakeholders from across the value chain: a consortium of six French universities and film schools is shedding light on how artificial intelligence and platforms are reshaping the sector; the Independent Cinema and Television Alliance is partnering with major cinema exhibitors to test new ways of bringing audiences back to theatres; the world’s leading film schools are joining forces to engage both industry leaders and public authorities; and the City of Montpellier is preparing the launch of a new international festival dedicated to video games.
